Think of Luka like a semi-slow countdown clock--he makes a steady march towards his target and Breaks Them once he’s in range.
Tengri wants to camp on an objective and make the enemy come to him. He has the most armor currently in the game, a huge range on his gun, and an incredibly difficult to deal-with reaction.
At the outset, Sofia is, objectively, a glass-cannon and a killer. Once she’s taken some damage, however, she becomes an absolute whirlwind of unmitigated death. Try to bank a Tactics point or two for her; she needs them to stay alive.
